Housing Related Services & Supports (HRSS)

The Housing Related Services and Supports (HRSS) program provides critical housing-related help to Medicaid members who are experiencing homelessness, housing insecurity, or other serious challenges.

Through HRSS, participants can receive tenancy support, community transition assistance, and supportive living services — all designed to help individuals live safely and independently in their communities.

What is HRSS?

Who Qualifies?

You may qualify if you are part of the Targeted Adult Medicaid (TAM) program.

  • You must meet one or more Needs-Based Criteria
    (for example: need help with daily living, mental health, substance use, or cognitive challenges)

  • And have one or more Risk Factors, such as:

    • Long-term or repeated homelessness

    • Recently completed treatment while incarcerated

    • Involvement in drug or mental health court

    • Discharged from Utah State Hospital

    • Receiving General Assistance from DWS

Three Ways HRSS Can Help You Thrive:

1. Supported Living Services

Ongoing help to maintain stable housing, including:

  • Case management

  • Mental health and substance-use support

  • Independent living skill development

  • Peer and community support

  • Crisis intervention and transportation assistance

2. Tenancy Support Services

Help finding and keeping housing:

  • Assistance with applications and housing searches

  • Help understanding tenant rights and landlord expectations

  • Support with lease renewals, vouchers, and accommodations

  • Eviction prevention planning

3. Community Transition Services

Help moving into a new home, including:

  • Security deposits, furniture, and household essentials

  • Utility setup and deposits

  • Cleaning and safety services before move-in

  • Moving costs and accessibility adaptations
